Libyan president Magarief ready to die for democracy

Libya's new president, Mohammed Magarief, tells NBC's Ann Curry that the recent trouble in Libya is the unfortunate price of creating a democracy after decades of dictator-rule. Magarief lived in exile for 20 years in Atlanta before returning to Libya and becoming president.

He was wanted by Libyan dictator Moammar Gadhafi, he survived seven assassination attempts and he lived in exile in Atlanta for two decades, but now that he is the new president of Libya, Mohamed Magarief says he is ready to sacrifice his life for his homeland.

"I'm determined. I'm determined to even sacrifice my life for that ... to see Libya as free, democratic," Magarief, an economist and former Libyan ambassador to India, told NBC's Ann Curry in an exclusive interview.

"I have always been ready to sacrifice my life for-- for my dream of Libya," he said.

Magarief's dream of a democratic Libya began to take shape in 1980 with the founding of the National Front for the Salvation of Libya, a group that pushed for democratic reforms in Libya and opposed Gadhafi's rule.

Magarief, who participated in the group alongside former Libyan diplomats, ambassadors and army generals, said that was his first jump into the fire.

"I started in 1980, when I decide to defect from the regime and call for, openly, for its downfall and toppling and participated with my colleagues for so many years in a very comprehensive program of action to achieve this, to topple Gadhafi and to build a new democratic Libya," he said.

Because of his open opposition of the regime, Magarief was forced into exile, first to Morocco, where Gadhafi went after his family and friends, even killing and disappearing some of those linked to him. When Morocco decided to extradite him to Libya, Magarief sought refuge in Egypt.

In an interview with NBC's Ann Curry, Libya's president Mohammed Magarief said there's 'no doubt' the attack that killed four Americans in Libya was preplanned, and not a result of the controversial anti-Islam movie that sparked violent protests.

He lived in Egypt for seven years, but had to seek refuge yet again when former Egyptian leader Hosni Mubarak wanted to send him back to Libya, where he was still wanted. In 1991, Magarief and his family moved to Atlanta, where he lived until Gadhafi was toppled in October, 2011.

"I didn't leave home to stay for good in Atlanta. I left my home to return, to hope to return to it after it's liberated from Gadhafi. Having? being liberated now, it's my duty to, it's my dream and my hopes to return to my home, Libya, and to die there, to be buried in Libya," he said.

Magarief as its president in August. He is the leader of the National Front party, an offshoot of the old opposition movement he helped start. Magarief, who is from Benghazi, won 113 votes against independent Ali Zidan, who got 85 votes.

The path Magarief envisions for Libya includes free and open elections and a new constitution. He said he has no desire to stay in power beyond the transitional period, and hopes his successor will be a democratically elected leader. Magarief disagrees with the idea that fundamentalists will be allowed to fill the power vacuum in Libya following the toppling of Gadhafi, adding that Libyans will stand against extremist views.

"These fundamentalists, these extremists, these trends that are, first of all, it has nothing to do with true Islam, real Islam," he said. "The interpretation that these people introduced is not accepted by majority of Muslims."

Magarief discounted claims that the deadly attack on the U.S. consulate in Benghazi earlier this month was in response to an anti-Islam movie produced in California and available on YouTube. He noted that the assault happened on Sept. 11 and that the video had been available for months before that.

"Reaction should have been, if it was genuine, .... six months earlier. So it was postponed until the 11th of September," he said. "They chose this date, 11th of September to carry a certain message."

"We consider the United States as a friend, not only a friend, a strong friend, who stood with us in our moment of need," he added.

Magarief admitted it would not be easy for Libya to shake off the legacy that decades of Gadhafi's dictatorship has left behind, but he strongly believes that every country deserves to enjoy democracy.

"This should not continue. If it continues, we'll all pay a heavy price. The solution is freedom, is democracy," he said. "Giving people the chance to -- and I'm sure we'll mature. We'll mature quickly, very quickly. And we'll prove that we are responsible human beings, who deserve freedom and democracy."

China cyberspies suspected in new caper: what has experts worried

A China-based cyberespionage gang is suspected in the hacking of a major industrial control system firm in Canada. Experts warn the theft could facilitate creation of a cyberweapon.

A China-based cyberespionage gang has been linked to the infiltration of networks belonging to Telvent Canada, a major industrial control system company, in a case that some experts warn could facilitate creation of a dangerous cyberweapon.

The cyberspies, thought to be from a gang that security researchers call the "Comment Group" or sometimes the "Shanghai group," slipped past a corporate firewall, installing malicious software on the network ? then snatched project files related to one of Telvent's major software products, according to KrebsOnSecurity, a cybersecurity blog that first reported the breach Wednesday.

As cyberespionage hacks that become public go ? Google created a furor when it said it had been hacked by Chinese cyber spies in early 2010 and at least some of its vital source code had been stolen ? it's been a relatively low-key news event so far.

The Telvent hack became public Wednesday on the cybersecurity blog and was later confirmed by Telvent's parent, Paris-based Schneider Electric.

"Telvent is actively working with law enforcement, security specialists and its affected customers to ensure the breach has been contained," Schneider Electric said. Just this month, Telvent announced a new relationship with Foxboro, Mass.-based Industrial Defender, a control systems security company.

But some cybersecurity professionals are waving a red flag over the Telvent hack. Dale Peterson, CEO of Digital Bond, a leading industrial control systems (ICS) security company in Sunrise Fla, says the Telvent attack looks much like one fragment of a far larger campaign targeting ICS vendors, whose products run the nation's critical industrial processes: pipelines, refineries, chemical plants, factories, and the electric grid.

Typically, stolen software code might help a perpetrator to leapfrog its competition in the global marketplace. But in the Telvent case the theft could facilitate creation of highly reliable and dangerous cyberweapons, he and other control system experts agree.

The apparent target of the Telvent attack was the firm's OASyS SCADA software program, which is used to operate an array of equipment from gas pipelines to the power grid.

Libyans hand over their weapons in arms collection drive

TRIPOLI/BENGHAZI, Libya (Reuters) - Hundreds of Libyans handed in weapons left over from last year's war on Saturday, part of a drive by the North African country to rid its streets of arms and crack down on rogue militia groups.

As the day went on, a trickle of people turned into longer lines in Tripoli and in the eastern city of Benghazi, where tents were set up in squares for military officials to collect arms, explosives and even rocket propelled grenade launchers.

Amid a celebratory atmosphere, women and children looked on as men queued to turn over their weapons as they listened to a military marching band and pop music.

"We want our country to be safe and secure ... We don't want to see weapons anymore," Tripoli resident Mohammed Salama said, as he stood in line to hand over a rifle.

"We want to live our lives. The time of war is over."

Libya's new rulers have struggled to impose their authority on a country awash with weapons, and many Libyans are fed up with militias, formed during the war but which still patrol the streets and often take the law into their own hands.

A September 11 attack on the U.S. consulate in Benghazi, in which the U.S. ambassador and three other Americans were killed, was followed by anti-militia protests in the city last week, increasing pressure on the authorities to tackle insecurity.

The government has since taken a twin-track approach - vowing to dissolve rogue militias that operated without official government permission, but also offering public backing to many of the most powerful armed groups, which have official licenses to operate, as it seeks to build stronger security forces.

Saad Bakar, head of a small brigade in Benghazi, handed over rifles and ammunition on Saturday, saying he was ready to disband his group.

"We were waiting until today to make sure that the weapons go to the right place," he said. "We want to join the army as individuals."

STEP FORWARD

In Benghazi, an organizer said more than 800 people had been registered as having come to the collection point. In Tripoli, an army official did not give an exact figure but said the number had superseded expectations of around 200 people.

One participant said he had even heard that a tank had been handed over.

Those numbers suggest a fraction of the arms that spilled out of Muammar Gaddafi's arsenals have been handed over but the initiative is seen as a step forward in a country where many still keep their weapons citing a precarious security situation.

"I want to live in a peaceful place where only the police and army have arms," Benghazi businessman Ibrahim Ali said after handing over a machine gun.

But he said he would still keep hold of his rifle for now. "When I can call the police and they are able to arrive quickly, then I can give them that weapon," he said.

The collection drive is a collaboration between the army and a private television station which drummed up support through live broadcasts from Tripoli and Benghazi.

Organizers in both cities, who said the event would be repeated in other cities, planned to raffle off prizes, including cars at the end of the day-long collection.

"Libyan people need stability ... They are handing over weapons to the military so that they are kept in the right place and not on the streets," said Yussef al-Mangoush, the army's chief-of-staff. "This is the beginning, we began this in Tripoli and Benghazi. We will go to other cities."

Mohammed Arusi, a 58 year old engineer who was queuing to hand over a rifle in Tripoli, said he was satisfied the security situation was changing for the better.

Wild Advertising Claims - Web Hosting Talk

Is it just me that gets a little bugged by providers who make ads which are either clearly untrue, or simply something they could never prove? I'm not talking about the usual stuff like 24/7 support, but for example ..

On WHT right now there's two different VPS offers that both say something like 'the best VPS your money can buy' - well they can't both be true?

There's also a banner ad which says 'Best uptime in the industry' - Really? you've monitored every other provider on the planet and can show the stats?

I don't know what regulation there is in the US for advertising, in the UK we have the ASA and here's a little reminder that you can't just say what you want when you write that next advert.

Words like "best" are subjective. When I say I'm the best lover in the world that is my opinion and although most women would probably agree with that statement there are going to be some hard core lesbians out there that don't.

When a VPS provider says they're the best they probably think they are and there might be others that agree.

Best uptime? Maybe they've had 100% uptime on every server (all 1 of them) for the last 5 seconds.

It's all about the basis of their claims and the opinion words they use.

As much as the "smaller guys" do it within this industry I can assure many of the "top dogs" do it just as bad...

Just browse several of the "biggies" in this industry and you'll see what I mean.

This is the way people advertise their businesses now. I'd have to agree with cd/home, even the industry leaders don't care much about the terms they use. Some of them can be misleading at times, and false advertising later results in a bunch of angry customers who didn't get what they expected. Problem with the hosting industry is that everyother day a kid is opening a webhosting website, and there is no way they can be stopped or regulated.

This is all hyperbole. There's nothing overtly "wild" about those claims.
Everybody thinks they're best.

Not to veer too far OT, but... Rudy's isn't all that good. I'd rather have Spring Creek. If you're near Austin or San Antonio, go to The Salt Lick in Buda/Driftwood (little nowhere town south of Austin on I-35). Just print a map before you go. Much better BBQ, veggies, and everything else. BYOB, too, if you need a brew. Warning: Cash only.

Nice one! Still have the chuckle on my face... In marketing it is often the case one uses subjective assumptions for psychological reasons - when you see words like "best", "top", "quality",and all the "-est"'s out there, the prospect is presumed to want to try the vendor out. And as someone above said, would you seriously consider a company if they said something along the lines of being average or just mainstream?

I agree, it may be best to try and leave the meaningless superlatives out of your marketing campaigns, yet, as cheap as it is, it does work on the "lesser" minds, I guess... In this respect, I quite like the rules in Google AdWords, where you're not to provide misleading information, or else your ad comes a cropper.

This reminds me the situation when you go to, say, Petticoat Lane Market on Saturday and every seller is shoving their goods in your face with the "best" argument!

War crimes prosecutor Del Ponte joins Syria probe

GENEVA (AP) ? The U.N.'s top human rights body on Friday named renowned former U.N. war crimes prosecutor Carla Del Ponte to its independent panel probing alleged war crimes in Syria's 18-month conflict.

Her appointment came as a sign of stepped-up efforts to gather evidence against members of Syrian President Bashar Assad's regime.

The U.N. Human Rights Council also voted to extend by six months the mission of its probe.

The panel, whose mandate was due to expire within days, has blamed Syria's government forces for the majority of serious abuses since the uprising began in March 2011.

Activists say some 30,000 people have died in Syria since the uprising began. In addition, hundreds of thousands have fled the violence, many going across the border to Turkey.

The collected evidence could one day be used in a war crimes tribunal hearing ? although none is so far planned at the International Criminal Court in The Hague, Netherlands.

Last week, the panel led by Brazilian professor Paulo Sergio Pinheiro submitted a confidential second list of suspected war crimes perpetrators to the U.N. human rights office.

Del Ponte, a former Swiss attorney general, has previously served as prosecutor of the international war crimes tribunals probing atrocities in Rwanda and Yugoslavia. Along with Del Ponte, the Council also named Vitit Muntarbhorn, a Thai professor who has investigated human rights in North Korea.

Members of the 47-nation Human Rights Council voted 41 to three in favor of a resolution put forward by Arab states to extend the panel's mission until the council's next session in March. Russia, China and Cuba opposed the resolution and three countries abstained.

Syria's ambassador, Faysal Khabbaz Hamoui, denounced the resolution and lashed out at those who backed it ? in particular Arab states who are funding Syrian opposition fighters.

"They have decided to draft a resolution that is very tolerant to al-Qaida," he said, insisting that Syria will "never become an extremist Islamic emirate."

The U.S. ambassador, Eileen Chamberlain Donahoe, said that the investigative panel "has been doing its job" ? notably to turn up information that could one day be used to prosecute those behind Syria's bloodshed.

The panel's members "will help ensure that this will not be a case where impunity prevails, but rather that those responsible for these crimes against the Syrian people will face justice and accountability," she said.

Quakes point to seafloor break-up

The sequence of huge earthquakes that struck off the coast of Sumatra in April may signal the creation of a new tectonic plate boundary.

Scientists give the assessment in this week's Nature journal.

They say their analysis of the tremors - the biggest was a magnitude 8.7 - suggests major changes are taking place on the ocean floor that will eventually split the Indo-Australian plate in two.

It is not something that will happen soon; it could take millions of years.

"This is a process that probably started eight to 10 million years ago, so you can imagine how much longer it will take until we get a classic boundary," said Matthias Delescluse from the Ecole Normale Superieure in Paris.

Dr Delescluse is an author on one of three scholarly papers in Nature discussing the 11 April quakes.

Sumatra sits above the collision between the Indo-Australian plate and the Sunda plate.

These vast segments of the Earth's rigid outer shell are converging on each other at a rate of about 5-10cm/yr.

The elongated Indo-Australian, which comprises much of the Indian Ocean floor, dives under the Sunda, which carries the Indonesian island.

It is friction at their boundary - the sticking and unsticking, and the sudden release of stored energy - that is at the root of so many violent quakes, such as the magnitude 9.1 event on 26 December 2004 that set off a catastrophic tsunami.

But the 11 April 2012 tremors, although also immense in scale, did not have the same impact and generated no tsunami.

This can be explained by the nature of the faulting: so-called strike-slip, where rock moves horizontally either side of the line of breakage, as opposed to vertically in tsunamigenic thrust faults.

The April tremors were also much further west, located directly on the Indo-Australian plate itself in an area of large-scale deformation and multiple faulting.

Dr Delescluse said it was evident that movement at the plate's ends was stressing the middle.

"Australia already moves with respect to India, and India already moves with respect to Australia," he told the BBC World Service Science In Action Programme.

"They are separated by a lot of faults. And if you look on Earth today, between plates you have only one fault. So, the process we are talking about is how we go from several faults to only one fault.

"That's the question - we don't know how long it takes to weaken one so that it localises all the deformation and the others stop being active. At the moment, a lot of faults in the Indian Ocean are active."

All around the world

In a second Nature paper, Thorne Lay, of the University of California, Santa Cruz, and colleagues provide some fascinating detail on this interplay of faults and how they ruptured on 11 April. Their seismic analysis indicates at least four faults were involved in the main 8.7 event, which lasted about 160 seconds.

Three of the faults were parallel but offset from each other; the fourth was perpendicular to and crossed the first fault.

The 8.7 jolt "is probably the largest intraplate (within a single tectonic plate of Earth's crust) ever seismically recorded," Prof Lay's team remarked.

The third Nature paper describes how this historic quake triggered other tremors around the world.

This effect has been noted before, but Dr Fred Pollitz, from the US Geological Survey, and co-workers were surprised by the delays involved.

Dr Pollitz told the BBC: "For the vast majority of earthquakes, you can expect an aftershock zone not to really go beyond [1,000km].

"But it's also known that very large mainshocks - like the Japanese event we had last year, the magnitude 9 event off north-east Japan - can trigger earthquakes around the world. Most of these triggered events are small and they occur instantly as the seismic waves from the large event are passing by.

"But this April 2012 earthquake triggered many larger and potentially damaging earthquakes around the world, and with a time delay of hours or up to several days. That effectively extended the aftershock zone to the entire globe."

The Associated Students of the University of Wyoming voted unanimously Tuesday night, with the exception of one abstention, on three bills and two Recognized Student Organization funding requests.

Following an announcement from ASUW President Joel Defebaugh to ?tread lightly? in regards to shortcomings of the finance policy, the Budget and Planning Committee recommended that the senate suspend the finance policy in regards to the 30-day requirement.

According the wording in the finance policy, many of the RSOs applying for funds would not be eligible due to a 30-day notice requirement. The Budget and Planning Committee recommended the suspension until legislation can be drafted that fixes the issue.

The senate voted unanimously to suspend the finance policy, 28-0.

The policy suspension allowed the senate to fund two campus events that did not have the funding applications submitted 30 days in advance.

The Chinese Scholars and Students Association was awarded $6,400 for the mid-autumn festival. Organization Vice President Ziyu Lu said the mid-autumn festival will host workshops on writing Chinese letters with calligraphy and opportunities meant to foster communication between countries. Lu also said karaoke had been eliminated this year.

?While I am really sad that Chinese karaoke has come to an end, I am very excited for this event,? Sen. Jaymie Sheehan said.

ASUW awarded Alpha Epsilon Delta $5,240 toward a drive focused on recruiting people for bone marrow donations. The money will be going toward lab fees that test for preliminary matches, which normally cost about $100 per person. The UW president?s office also has donated $5,000 toward the effort.

Both funding board requests passed unanimously, with Sen. Jaryd Unangst abstaining on the bone marrow registration event.

With minimal discussion, the senate passed three bills unanimously. One bill modified election dates in the case of a holiday. The second bill updated procedures in case an office position becomes vacant and there are no obvious replacements. The third established an ex-officio seat for UW Faculty Senate at ASUW meetings.

?I think this would be highly beneficial and I highly appreciate that faculty senate has taken such an interest in attending these meetings,? Unangst said.
